When a line-of-credit is issued on a credit card, this comes from a financial institution. The bank or lending service that offers this line-of-credit is called the Issuer on all of the credit card related paperwork and documents. The Issuer decides what brand of credit card to issue to the consumer. Some popular brands of credit cards include MasterCard, Discover Card, Visa, and American Express.
