Someone who is always late on payments will incur a penalty rate eventually. A penalty rate is the charge that a credit card company charges if someone does not follow the conditions of their contract. When someone is consistently late or attempting to go over their limits the credit card company may charge them a penalty rate. It will be very high and probably not reversed.
